1. Definition — Section 4 of the Service Tribunal Act, 1975, the word ‘‘Departmental Authority’’ has been explained, but it does not mean that this explanation can be interpreted in such a liberal manner to include any person which is alien under the provision and scheme of Civil Servants Act. The term ‘‘Departmental Authority’’will always be interpreted and construed keeping in view the provision of Civil Servants Act and rules made there under. Any person or authority which is not recognized under the provisions of Civil Servants Act or rules made there under cannot be included in the definition of the departmental authority.
