1. Rule 11 – Review-rule 11 does not give power to the Land Commissioner to suo motu review his order — No limitation is prescribed for such a review — Land Commissioner did not record any reason why he felt compelled to review his predecessor’s order after a lapse of 9 years. This rule does not lay down any specific ground on which a previous order can be reviewed but the review cannot be equated with the rehearing of an appeal – power of review is not meant for endless repetition of review petitions. There should be some reasons like discovery of fresh material, the existence of any error or mistake on the face of the record, any factor which has led to the miscarriage of justice if fraud has been committed or any other such like reason.
