1. Pakistan Medical and Dental Council was arrayed in the heading of the appeal as pro-forma respondent without permission of the Court — Said Council was not party before the Service Tribunal — This practice is highly objectionable — The learned counsel for the appellant was warned to refrain from doing such acts in future — If he wanted to implead Pakistan Medical and Dental Council in the line of pro-forma-respondents he should have moved an application — After taking objections from other side the Court would have ordered for impleading such Council as party.
