Pipes reserving its Secretary’s rights of rejecting or accepting any such quotation — Three quotation were filed including the lowest one by appellant’s company, but the Secretary accepted quotation of Pioneer Steel Mills — Held: Secretary had wide powers to reject quotation without assigning any reason, in which interference is possible only in extraordinary circumstances showing arbitrariness or abuse of power — Reasons shown by Secretary for rejection of quotation was neither arbitrary nor based on abuse of power.
