1. The status of recommendations of Public Service Commission is neither final nor conclusive — It is just advisory in nature — the recommendations itself do not create any vested right.   2. — nature of recommendations—binding or directory—whether  authority competent to disagree with the recommendations—held: authority is competent to disagree with recommendations of the Public Service Commission. The appellants have heavily relied upon the recommendation and decision of the candidates in favour of the appellants by FPSC. It may be observed here that mere on the basis of recommendations/decision of the candidature by FPSC in favour of the appellants it cannot be said that the appellants where eligible to be appointed when the rules speak otherwise. The recommendations of FPSC are of recommendatory in nature and the same are not binding on the authority and the authority is fully competent to disagree with the same. Shakil Ahamd & others v.
