- Letter was written on 18th February 1997, while requisition was sent to Commission in 1994 — It was stated their in that proposal had been sent to Services Department that departmental Rules may be amended — It was further stated in letter that requisition sent to P.S.C. was being withdrawn — Contents of letter clearly show not only that rules had not yet been amended, but also that Government had not yet taken any decision to amend rules, it is only Electricity Deptt. which had put up proposal which was initially sent to Services Deptt. Held: Impugned letter written by Secretary of Electricity Deptt. is without lawful authority and of no legal effect — Chairman P.S.C. directed to hold test and interview for post of Assistant Electric Inspector.
