Electrical Engineer which is an exact science having wider scope in this zone — His ability and competency cannot be disputed — The fact is vouchsafed and confirmed by repeated recommendations by Chief Engineer Electricity through written recommendations for his confirmation — He has crossed the upper age limit — He is holding the post for the last 14 years — Held: There appears no justification to dismiss his writ petition — Held further: A right has come to rest in him to consider his case to further the cause of doing complete justice which jurisdiction is vested in this Court.
