Observation in the nature of desire — Its value — The desire of the Supreme Court is not a direction or order and is therefore not enforceable — The desire was passed on “strong moral case” of the respondents but there is no law under which claims passed on moral grounds can be enforced through executive or judicial authorities unless the same are incorporated in law. Supreme Court refused to redress the grievance because the writ petition filed was suffered from laches — Held: No such +ity was a bar in giving the relief to concerned person so far as the Ombudsman was concerned because the writ petition was dismissed on a technical ground, especially in presence of the observations of this Court — Observation made by this Court should not have been ignored by the High Court.
