- Supreme Court refused to redress the grievance because the writ petition filed was suffered from laches — Held: No such +ity was a bar in giving the relief to concerned person so far as the Ombudsman was concerned because the writ petition was dismissed on a technical ground, especially in presence of the observations of this Court — Observation made by this Court should not have been ignored by the High Court.
