- — Promotion to the post of Assistant Engineer (B-17) — objection that the claimants obtained the degrees without NOC or sanction of study leave, thus, their names cannot form part of seniority— According to rules, for promotion against 15% quota the requirement is degree of B.Tech (Hons) plus 5 years experience—Held: Once it is established that the claimant is holder of required degree from the recognized University or institution, the requirement of the rule is fulfilled.
