- The administration and management of the Electricity Department is an arrangement between the AJ&K Council and Government, which cannot be disputed by the appellants who are admittedly civil servants of AJ&K Government — The handing over the Department of Electricity to WAPDA is misconceived — WAPDA is a Semi Government Organization and a civil servant of AJ&K Government cannot file a writ petition for grant of terms and conditions and other facilities as are admissible to any employee in any province of Pakistan or the Federal Government or any corporation working in Pakistan.
