- Provisional police service is basically meant for police officers of the Province — If a deputationest is to be appointed against any post of Provisional police service that has to be in accordance with the deputation policy and rules regulating the composition of police service — A post of DIG Police now made available in the Provisional police cadre it is definitely right of the Provisional police officers of the rank of S.S.Ps cadre U/r 4(2)(C) of the Rules to be considered against the post when any of the police officer is promoted against the post, he may subsequently be transferred on deputation against his counterpart officer from Pakistan Police service who is required to be posted in Azad Kashmir on deputation for a tenure of three years on reciprocal basis as visualized by rule 13(11) of the rules — Same is the spirit of deputation policy adapted by AJ&K Government — The respondent is entitled to be considered for promotion by appropriate Selection Board and in case he or anybody else is approved for promotion and appointed anybody from Pakistan Police service can be accepted for appointment against the post of Deputy Inspector General of Police in Azad Kashmir on deputation against his counterpart, whose service can be transferred on reciprocal basic to Pakistan Police, against the officer sent to Azad Kashmir on deputation and otherwise — Adherence to the rule of reciprocity is sine qua non for accepting an officer of the specified rank in Azad Kashmir — It promotes interaction exchange of expertise, talent and cements the relations between the Federal and Provisional Officers — If reciprocity is not followed, the promotion of the local qualified police officers will be blocked which will create bad tastes besides violating their rights.
