- According to University Regulations, the term ‘regular students’ includes the students of affiliated colleges and regular candidates for the purposes of conduct of examinations include a graduate who has undergone the course of training at a training college for teachers affiliated with the University of AJ&K. - Contention that Govt. notification dated 16.12.2006 covered the cases of students who are on the roll of Govt. Institutions and not the private students, repelled — Held: Govt. notification does not bifurcate the regular and private students of quake-hit areas and authorities of university in fact attempted to indirectly do a thing which they could not directly do, which under law is prohibited — Held further: The Govt. of AJ&K by its notification has exempted all the students of quake-hit areas from payment of all types of fee whether for admission or for conduct of examination.
