- Order of conditional promotion has lost its existence after regular promotion of the private respondents and therefore could not be set aside in a review petition — Regular promotion of respondents also attained finality when appellant’s appeal against it was dismissed by the Service Tribunal — This fact does not outweigh the clear position that subsequent order is order of regular promotion based on the recommendations of the Selection Board and not on the conditional promotion.
