- —3 (4) (c)—effect of—at the time of expiry of the tenure of Chairman and the Members, the provision of extension in the term of office was not available in the relevant statute, thus on the strength of subsequent legislation extension cannot be given especially when incumbents ceased to hold position and retrospective effect had also not been given to the legislation expressly— no statute shall be construed to have a retrospective operation unless such a construction appears clearly in the terms of the legislation.
