- The practice of repealing and cancellation of enforced policy without substitution of new policy is not beneficial rather it creates an anomalous situation and vacuum and in such situation possibility of exercise of powers in an arbitrary and discriminatory manner cannot be ruled out — Directed that in future such practice should not be repeated.
