- The Government of AJK u/s 22 of the Act can deal with the case of any civil servant in such manner as may appear to be just and equitable while under rule 24 of the Rules, the Government may for special reasons relax any of the rules. A. Shakoor v. Mrs. Shamim Khalid 2003 SCR 351 (A)
