- R. 28 — Allegation that appellant formed an association and then became its President and is thus guilty of violation of r.28, is unfounded — Held: It was duty of the authority to spell out that the association was a political association which acted in aid of or assisted in any way or any member of any political movement of AJK or Pakistan — Held further: It is the political activities of a Government servant under taken through any political association, which are prohibited under the rules — Whether the activity constitutes a political activity or amounts to aiding a political movement or acting or assisting a political movement has to be clearly proved and spelled out by the Authority/Authorised Officer before passing the order against the appellant.
