- Post of Superintendent (B-16) — prior to amendment post was to be filled in from Head Clerks/Assistants—amendment in rules on 15.12.2006 — quota fixed for promotion as Superintendent for Stenographers and Head Clerks — non-consideration of case of eligible contestant — after substitution of rules through notification dated 15.12.2006, the appellant (stenographer) also qualified to be appointed as Superintendent — authority not considered the case of appellant — Held, the post is to be filled in while considering competitive merits of Head Clerks as well as stenographers.
