1. S. 45 of interim Constitution Act read with S.4 of the Contempt of Court Act — Judgment forms part of file — Members of the Local Task Committee were bound to act in accordance with judgment of this Court which clearly was to the effect that plot was to go to general pool and was to be allotted in accordance with Rules — Members of the Committee knowingly disobeyed the judgment. Therefore have been guilty of Contempt of Court — Plea that respondents did not read the judgment — One of them illiterate while the others can hardly understand English not accepted — Judgment has to be obeyed whether one knows English or not — Statement that respondent had no experience in official matters and he only signed the register after seeing the signatures of Chairman and Secretary of Task Committee does not absolve him from his responsibility. In any case he is bound by all acts done by him. Shawahid Begum & another v. Municipal Committee & 13 others 1998 SCR 314 (A)
