- Rule 27 — Lays down that in all matters not expressly provided in these rules members of the service shall be governed by appropriate rules/ orders of the Government — Rule 9 of the AJ&K (Appointment & Conditions of Service) Rules, 1977 applicable to the employees of the Corporation — The order of promotion of the appellant recites that the decision to promote appellant in BPS-19 was taken in the meeting of the Board of Directors AKLASC — Admittedly the matter was not examined or recommended by the Selection Committee functioning in the Corporation — On the face of it , it is a clear violation of rule 9 of the AJ&K Civil Servants (Appointment and Conditions of Service) Rules 1977, which as stated earlier, is applicable to the officers of the Corporation by virtue of rule 27 of the AKLASC Rules 1977.
