- The grant was allowed by a law competently enacted through Ordinance dated 7.5.2001 and subsequently enacted by the Legislative Assembly and the appellants were granted benevolent fund and admission to this effect was made in the Court — Held: The rights created by the repealed Ordinance dated 7.5.2001 and the law having been acted upon and same having been declared as law of the land by the High Court, the rules could not be and cannot be affected by the subsequent law.
