When everybody or majority of them is guilty of a particular action all or more of them can be guilty or not guilty — Only the respondents out of entire class have been picked up for punishment — If some of the candidates guilty of the act are left, which the others are subjected to disqualification, it definitely speaks of discrimination and arbitrariness — Petition dismissed.
