1. The condition of being a matriculate or having equivalent ‘‘qualification’’ has been inserted in the list of ‘‘disqualification’’ — The law has been enacted under section 24(2) (F) of the Constitution Act which empowers the legislature to provide ‘‘disqualification’’ and ‘‘qualification’’ — The President can promulgate an Ordinance at any time — It is the prerogative of the President to select the time—The only restriction is that he cannot exercise this power when Assembly is in session — Mere announcement of the schedule of election does not affect the validity of Ordinance.
