- Writ — The civil servants and the Government are duty bound under the AJ&K Interim Constitution Act and Rules of Business, to implement the judgments/orders of the Superior Courts — The High Court has issued the direction for appointment but the departmental authority in violation of the judgment, failed to implement the same—Such attitude of the authorities is harmful for the State, society, general public and hindrance in good governance — Due to illegal acts of the Secretary Food and Director Food of the time, the respondent suffered for a period of around 15 years — Such officers are liable to be proceeded against under law.
