- The learned Chief Justice or the Judges of the High Court are not officers or authority subordinate to Prime Minister nor authorized by Prime Minister to be competent authority — The learned Chief Justice is himself competent in relation to the petitioner for being his appointing authority and the learned Judges of High Court are equally competent for being controlling and supervising authority of Courts subordinate to it when a matter is placed before them by the learned Chief Justice.
