- It could not be said that Ombudsman had no jurisdiction to pass the order because the writ petition filed by appellants was previously dismissed on a technical ground, particularly in presence of observation of this Court — Assuming the order of the Ombudsman to be of any legal infirmity and if the same was without jurisdiction the same could not have been annulled in exercise of writ jurisdiction as the same was in aid and for enhancement of substantial justice.
