1. Ss. 2, 7 & 8 — Dangerous and non-dangerous petroleum items — These items can be kept in possession only to meet the personal requirements and not for sale — Petroleum business is run under proper licence — By mentioning the quantity of dangerous and non-dangerous petroleum items which a person can have in his possession without licence such quantity can be kept for personal use and not otherwise — Both the kinds of petroleum cannot be stored in bulk for fuelling motor vehicles unless a licence is obtained — The argument of the petitioners that under the provision of the Constitution it is Fundamental Right of every citizen to adopt any profession or business or to run any trade of his choice  — There is no cavil with this proposition, but if any business is regulated by a law, then one who is interested to adopt that profession must fulfil the requirements of that law — If the petitioners are interested in the sale of petroleum products they in compliance of the provision contained in the Petroleum Act and Rules made thereunder should obtain licence — The licence must be obtained from the Chief Inspector of Explosives, AJK Directorate of Industries Department.
