- Promotion against the posts reserved for direct quota — Civil servants promoted against the posts reserved for direct quota — it is clearly mentioned in the promotion order of the respondents that the same was purely made on current charge basis and on the appointment of direct appointees have to be automatically reverted back. Held: that no direction can be issued for their permanent induction against the posts reserved for direct quota. Further held: the current charge/officiating promotion cannot be made basis for permanent promotion rather it can only be considered as stopgap arrangement. Muhammad Sabeel v.
